(July 2010). Regional Seminar in Jordan: ENPI Implementation of Democracy and Human Rights Instruments
In the framework of the ‘Structured Dialogue with civil society’, DRN participated to the above-mentioned seminar with Federica Petrucci as Team Leader of the Human Rights evaluation. With a genuine intention to further enhance cooperation between the civil society and the European Union, the European Commission convened in Amman between 29th June –1st July the regional seminar on the "human rights and democracy support initiative to the structured dialogue on the involvement of civil society and local authorities (CSOs & LA) in EC external cooperation”. Over 140 participants from civil society organizations in North African, Middle Eastern and Eastern European countries, the European Commission Headquarters as well as EU Delegations, Member States, and the European Parliament have had a unique opportunity to exchange and network among themselves. Respect for fundamental human rights in the region – such as the right to peaceful assembly and association and the right to expression – is of major concern to the European Union; these rights were discussed during the seminar. "Indeed, the situation differs country by country. However, we would like to see a significant progress in the areas of democracy and human rights in the European neighbourhood.” Commissioner Füle stated. "We restate our full support to the important work that human rights defenders are undertaking on the ground and recognize the crucial role that civil society organizations play in reinforcing democratic processes in this region". (July 2010). "12th EU-NGO Forum on Human Rights", organised by the Belgium Presidency and the EU. (Brussels - Egmont Palace)
DRN presented the findings of the evaluation to the above-mentioned forum with the participation of Federica Petrucci, Team Leader of the Human Rights evaluation. Four specific themes were chosen to illustrate in a concrete manner the EU commitment and work in the HR field: 1. HR instruments in the fights against death penalty 2. Role of the EU in the promotion and protection of the social, cultural and economic rights 3. The EU’s relation to regional HR mechanisms, including the Council of Europe, OSCE, African-Union, ASEAN and OAS. 4. Consistency between EU’s internal and external HR policies in the context of the Lisbon Treaty. EU-NGO FORUMs are organised annually and usually gather about 150 Delegates, mainly from NGOs all around the world, as well as international experts and representatives of EU Institutions and Member States. The purpose of EU-NGOs forums is to provide an opportunity for civil society organisations of the South to meet and exchange their experience with EU representatives and international HR experts. The conclusion and recommendations of the Forum will be presented during the Working Group of the Council on Human Rights. For more information: http://www.humanrightsngoforum.eu/

Key objectives are: i) To ensure UNCDF compliance with the mandatory evaluation requirements specified in its evaluation policy for the period 2009-2010; and ii) To develop/experiment with cost-effective and rapid methods of undertaking mid-term and final evaluations (or equivalent assessments), which will yield credible, effective, independent evaluations in an efficient manner.
